About This Position
ABOUT THE ROLE
The Foster Care Eligibility Manager oversees and coordinates the day-to-day workflow of the Foster Care Eligibility unit within the Family and Children's Services Program at the San Francisco Human Services Agency. The role ensures effective communication, meets Program requirements set by State and City laws, and supports the agency's commitment to delivering essential services and fostering an inclusive, diverse work environment.
KEY RESPONSIBILITIES
- Oversee, coordinate, and manage day-to-day operations of the Foster Care Eligibility unit for timely and accurate case processing.
- Serve as a central point of communication between unit staff and Family and Children's Services, Fiscal, and Budget and Planning departments.
- Monitor and evaluate program performance, identify operational gaps, and develop goals to improve service delivery and compliance.
- Lead, supervise, and guide Analysts, Specialists, and other staff, including workload management, coaching, and performance evaluation.
- Plan and implement updates to policies, procedures, and workflows in response to regulatory changes or department priorities.
- Prepare and deliver regular program status updates, trends, and recommendations to the Program Director.
- Ensure program activities comply with all applicable laws, regulations, and internal policies.
MINIMUM QUALIFICATIONS
- Education: Possession of a baccalaureate degree from an accredited college or university.
- Experience: Four years of verifiable experience analyzing programs that determine eligibility for public assistance in a public or private social service agency or organization.
- Qualifying experience must be equivalent to City classifications such as Program Support Analyst, Program Specialist, Hospital Eligibility Supervisor, or Eligibility Worker Supervisor.
- Substitution: Additional experience may be substituted for the required degree on a year-for-year basis (2000 hours equals one year; 30 semester or 45 quarter units equals one year).
SPECIAL REQUIREMENTS
- Desirable qualifications include experience working with Foster Care Eligibility programs and experience using the CalSAWS system.
- Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment process.

SELECTION PROCESS
1. Position-Based Test conducted in accordance with CSC Rule 111A.
2. Supplemental Questionnaire Examination (Weight: 100%) for applicants who meet minimum qualifications.
3. Exam measures competencies such as Leading Cross-Functional Collaboration, Innovative Problem Solving, Critical Thinking, Delivering Results, Displaying Ownership and Accountability, and Managing Performance.
4. Applicant exam responses will be vetted using Artificial Intelligence use detection software.
5. A passing score must be achieved to continue.
6. A confidential eligible list will be created for certification purposes, valid for 6 months.
