About This Position

ABOUT THE ROLE The Office of the City Attorney is seeking a full-time, permanent Senior Assistant City Attorney for its Operations and Development Division, representing the City's Department of Public Utilities. The role provides extensive legal support with an emphasis on regulatory compliance, real property management, transactional matters, and customer service for five City utilities: water, wastewater, stormwater, gas, and electric. This is an Unclassified position that serves at the will of the Appointing Authority. KEY RESPONSIBILITIES - Provide legal services to the City, focusing primarily on water utilities. - Research legal issues and provide legal advice and direction. - Review, draft, and negotiate transactional documents. - Draft ordinances and interpret laws, rules, and regulations. - Provide oversight and direction to paralegal and legal secretarial staff. - Manage a high-volume workload for a public utility client while adhering to the highest standards of ethics and professionalism. - Supervise paraprofessional staff, including scheduling, setting goals, and assigning work. MINIMUM QUALIFICATIONS - Juris Doctorate. - Four (4) years of progressively responsible legal experience (Seven (7) years in environmental law or public utilities-related law is highly preferred). - An equivalent combination of training and experience, as approved by the department, may be used to meet minimum qualifications. SPECIAL REQUIREMENTS - Admission to the Virginia State Bar. - Licensed to practice law in Virginia. - Twelve hours of continuing legal education annually. - Compliance with additional requirements that may be established by the City of Richmond. - Special Required Documents: Completed Online Application, Resume, and a writing sample. Requires detailed work on multiple concurrent tasks with frequent interruptions and under time constraints.
