About This Position

ABOUT THE ROLE The Chief Financial Officer (CFO) - Operations Director II serves as a key member of the Baltimore Police Department executive team and acts as the primary financial advisor to the Police Commissioner. This role ensures transparent fiscal management, accurate accounting, and internal controls for public funds. The CFO represents the Baltimore Police Department to the City's Mayor's office, City Administration, and City Council on all financial matters, overseeing Fiscal Services, Budget and Grants, and Asset Management. The ideal candidate balances high-level strategic leadership with meticulous attention to detail, macro and micro financial vision, and an analytical mindset. KEY RESPONSIBILITIES - Lead agency-wide strategic financial planning to align public funds with mission goals and modernize financial systems. - Drive taxpayer savings and resource optimization by identifying wasteful spending, renegotiating vendor contracts, and streamlining workflows. - Budget Administration: Plan, develop, manage, and monitor annual operating and capital budgets, presenting them to the city budget office and city council. - Grant Management: Oversee federal, state, and local grant applications, fund allocation, and specialized compliance reporting. - Financial Reporting: Prepare periodic financial forecasts, cost analyses, and variance reports for city or county leadership. - Internal Controls and Audits: Maintain internal accounting controls and coordinate external governmental audits. - Payroll and Procurement: Oversee departmental payroll, fixed asset inventory, and purchasing requests in line with local laws. - Specialized Accounts: Manage specific agency funds, such as asset forfeiture funds, off-duty detail programs, or evidence-room property audits. - Lead Union and Labor Math modeling to analyze complex overtime, scheduling, personnel deployment costs, and negotiation proposals. - Capital and Facilities Planning: Direct long-range facility planning and modernization projects. - Fleet and Property Oversight: Control the replacement, maintenance, and tracking of the entire vehicle fleet and high-value police gear. - Public Transparency: Ensure all police spending follows municipal codes and coordinate with outside city auditors to protect public funds. MINIMUM QUALIFICATIONS 1. Education: Bachelor's degree in finance, business, accounting, public administration, or a related field. A master's degree or Certified Public Accountant (CPA) designation is preferred. 2. Experience: At least 10 years of growing financial management experience, ideally in local government or public safety, including at least 3 years in a high-level financial leadership role. 3. Knowledge: Understanding of Governmental Accounting Standards Board (GASB) principles, local statutory requirements, and public sector procurement. 4. Equivalency: An equivalent combination of education and experience will be considered. SPECIAL REQUIREMENTS - Background Check: Eligible candidates under final consideration must complete authorization for a Criminal Background Check and/or Fingerprint screening. - Probation: All selected persons, including current City employees, must complete a 1-year mandatory probation. - Financial Disclosure: Required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law within 30 days of hire.
