About This Position

ABOUT THE ROLE The Baltimore City Department of Housing and Community Development (DHCD) seeks an executive-level Chief Fiscal Officer. This non-civil service position reports to the Chief of Staff and is responsible for monitoring, managing, analyzing, compiling, and reporting on all fiscal operations within the agency. The role leads fiscal optimization efforts, strategic planning, and oversees financial forecasts, audits, procurement, and budget policies in accordance with Generally Accepted Accounting Principles (GAAP). KEY RESPONSIBILITIES - Oversee all financial operations and lead the annual operating and capital budgeting processes. - Supervise payroll to ensure timely and accurate staff payment, and monitor and approve budget expenditures. - Prepare cash flow projections, determine budgetary impacts, and make recommendations to senior management. - Direct the preparation of all financial reports in an accurate and timely manner. - Oversee the monitoring of grant funds and make recommendations on grant expenditures. - Direct and coordinate the agency’s financial affairs according to GAAP and City, State, and Federal regulations. - Oversee all procurement for DHCD. - Provide direction and recommendations to the Housing Commissioner on all financial matters. - Manage a team of approximately ten staff, providing guidance, training, and technical expertise. - Represent the agency before Baltimore’s Board of Estimates and the City Council on budget submissions and spending authority requests. - Serve as the point of contact with City Audits and external auditors, coordinating responses to audit requests and implementing process improvements. - Provide timely responses for pending legislation requiring financial analysis and a fiscal note. MINIMUM QUALIFICATIONS - Education: Bachelor’s degree in Business Administration, Public Administration, Management, or a related field from an accredited college or university. - Experience: 8 years of senior management, policy-driven operational responsibilities, including 4 years of experience managing homogeneous functions through subordinate supervisors. - Equivalency: An equivalent combination of education and experience is acceptable. - Preferred Qualifications: Experience in leadership management supporting staff professional development, 5 years directing a major program or project involving administrative policy formulation, and 5 years of experience in the Commercial or Public Finance industry or related field. SPECIAL REQUIREMENTS - This is a non-civil service position. - Must successfully complete a Criminal Background Check and/or Fingerprint authorization as this is a position of trust. - Must complete a mandatory 6-month probation period, which applies to all selected persons, including current City employees. - Required to complete a Financial Disclosure within 30 days of hire pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.
