About This Position

ABOUT THE ROLE The NYC Department of Health and Mental Hygiene, Bureau of Child Care, seeks an Early Childhood Education Consultant to monitor and make recommendations to childcare programs throughout New York City. This role ensures services operate in regulatory compliance, protecting the health and safety of children while supporting early childhood development and learning. KEY RESPONSIBILITIES - Evaluate and assess child care programs (center-based, residential, school-based, and after-school) for compliance with local, state, and federal regulations. - Provide consultation, guidance, and technical assistance to providers and staff on educational programming, classroom management, and best practices. - Serve as a resource person on current trends and research in Early Childhood Education. - Issue notices of violation and recommend the issuance, denial, or closure of programs with imminent health hazards. - Examine records and files of programs, staff, and children to ensure regulatory compliance. - Investigate complaints about licensed child care services and allegations of unlicensed care. - Represent the Department at professional conferences and participate in related professional development activities. MINIMUM QUALIFICATIONS 1. A master's degree in education from an accredited college or university, including or supplemented by 12 semester hour graduate credits in early childhood or elementary education, and three years of full-time satisfactory experience in one or a combination of the following: (a) as the director or educational director of a licensed school or program devoted largely to pre-school/kindergarten groups employing at least two licensed early childhood teachers; (b) as the teacher director of a licensed school or program devoted largely to pre-school/kindergarten groups employing at least one other licensed early childhood teacher; (c) as a consultant in early childhood education evaluating such programs or providing expert advice; or (d) as a consultant in early childhood education evaluating such programs or providing expert advice in a public agency. 2. A baccalaureate degree in education from an accredited college or university, including student teaching in early childhood education (pre-K to 2nd grade) in an acceptable licensed program, and a master's degree in education, social work, psychology, or counseling, plus three years of full-time satisfactory experience as described in "1" above. Special Note: Five years of satisfactory teaching experience as a licensed teacher of early childhood education may be substituted for the three years of full-time satisfactory experience described in "1" above. Requirements for Assignment Level II: Candidates must have one additional year of the full-time satisfactory experience described above. SPECIAL REQUIREMENTS - Position requires travel throughout the five boroughs using mass transit or a personal vehicle. - Must be able to carry and use mobile inspection equipment weighing approximately 15 pounds. - Preferred skills include: Professional Certification in Early Childhood Education; strong communication, analytic, and observational skills; ability to assess risk; detailed writing skills; and proficiency with mobile computing devices. - Open to qualified persons with a disability eligible for the 55-a Program (must indicate this at the top of resume and cover letter).
