About This Position

ABOUT THE ROLE The Department of Citywide Administrative Services (DCAS) Energy Management team serves as the hub for energy efficiency and emissions reduction throughout NYC government operations. The Executive Director will lead strategy, budgeting, procurement, asset management, innovation piloting, and operations oversight to achieve the City's clean energy goals, including significantly increasing the installation of battery energy storage systems (BESS) and solar energy projects at City buildings. KEY RESPONSIBILITIES - Strategy Development: Develop the strategy and execution plan to achieve the City's clean energy goals, including a plan to increase BESS installation at City government buildings. - Budgeting Leadership: Oversee expense budget projections, planning, strategy, and reporting regarding solar energy and demonstration projects. - Procurement Expertise: Lead the development of a strategic procurement roadmap, establish contracting resources, set vendor selection direction, and lead vendor proposal evaluations. - Asset Management and Forward Planning: Enhance criteria for asset management programs to maintain existing and new City-owned solar and energy storage systems, and guide the integration of third-party owned systems. - Innovation Piloting and Adoption: Spearhead programming for energy technology demonstrations in City buildings. - Operations Oversight: Lead the team to accomplish projects and goals. Provide supervisory technical, budgetary, and procedural standards, including assessing project feasibility, reviewing design documents, managing construction, and resolving project management issues. MINIMUM QUALIFICATIONS Candidates must meet one of the following: 1. A master's degree from an accredited college or university in a related field (e.g., architecture, building science, climate science, engineering, environmental studies, public policy, sustainability, etc.) or a juris doctorate with a concentration in environmental law, and two (2) years of satisfactory, full-time experience in energy, environmental, or sustainability-related data analysis, program management, strategic planning, or a related field, at least one (1) year of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or 2. A baccalaureate degree from an accredited college or university and four (4) years of satisfactory, full-time experience as described in option 1, at least one (1) year of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or 3. Education and/or experience equivalent to option 1 or 2. However, all candidates must have at least one (1) year of experience in an administrative, managerial, executive, consultative, or supervisory capacity as described in option 1. SPECIAL REQUIREMENTS - Preferred Skills: Minimum 6 years of solar or related energy experience (project origination, development, program management); accomplished communicator and relationship builder; knowledge of the NYC budget cycle; experience with government procurement and contracting; experience with Salesforce, solar design software, and data visualization tools (e.g., Power BI); NABCEP or similar clean/renewable energy certification (OSHA certification preferred); experience managing and coaching a team; public sector experience. - Residency Requirement: New York City residency is generally required within 90 days of appointment. City employees with 2 continuous years of service may be eligible to reside in specific surrounding counties (Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange).
