About This Position
ABOUT THE ROLE
The Finance Division at the NYC Department of Health and Mental Hygiene (DOHMH) is seeking a senior leader to serve as Deputy Agency Chief Contracting Officer in the Bureau of the Agency Chief Contracting Officer. This role involves managing multiple units and directing a team of managerial, professional, and administrative employees to ensure efficient, compliant procurement and contracting processes that support the agency's public health and racial equity objectives. Note: Due to an active promotional list, only permanent DOHMH employees in specific comparable titles will be considered.
KEY RESPONSIBILITIES
- Manage the Purchasing Unit to ensure efficient processing within established timeframes and full compliance with City and agency procurement rules.
- Manage the M/WBE Unit to improve policy, implementation strategies, reporting, outreach, and utilization in alignment with Procurement Policy Board Rules and Local Laws.
- Collaborate with internal and external stakeholders to ensure efficient procurement processes.
- Develop strategies to anticipate and meet Agency procurement needs.
- Review and approve procurements, contract awards, and responsibility determinations on behalf of the Agency Chief Contracting Officer.
- Enforce compliance with Chapter 13 of the City Charter, Procurement Policy Board Rules, and local laws.
- Establish mechanisms to track and monitor M/WBE participation and address non-compliance promptly.
- Maintain expertise in Citywide and Agency procurement systems (e.g., DMSS, FMS, PASSPort, ConTrak, Purchasing).
- Participate in emergency preparedness activities, including the Incident Command System and processing emergency purchases.
- Provide technical advice, quality assurance, and training to staff.
- Represent the Agency Chief Contracting Officer in meetings, negotiations, and communications with senior staff and vendors.
MINIMUM QUALIFICATIONS
Candidates must meet one of the following:
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical, or administrative experience in program evaluation, contract negotiations/management, business or public administration, or related fields; with at least 18 months in an administrative, managerial, or executive capacity, or supervising professional personnel.
2. A four-year high school diploma or equivalent, and six years of full-time professional, technical, or administrative work experience in the fields cited above; with at least 18 months in an administrative, managerial, or executive capacity, or supervising professional personnel.
3. A satisfactory equivalent of education and experience. However, all candidates must have the 18 months of administrative, managerial, or executive experience, or experience supervising professional personnel.
Note: Open to candidates permanent in the civil service title of Administrative Contract Specialist III, Administrative Procurement Analyst III, or Administrative Staff Analyst III.
SPECIAL REQUIREMENTS
- Preferred Skills: Strong knowledge of NYC Procurement Policy Board Rules, City Charter, and Local Laws; extensive experience managing procurement in a government agency; exceptional organizational, analytical, and managerial skills; superior oral, written, and negotiation skills; proficiency in PASSPort and FMS.
- 55-a Program: Open to qualified persons with a disability eligible for the 55-a Program (must indicate at the top of resume and cover letter).
- Residency Requirement: NYC residency is generally required within 90 days of appointment. Employees with 2 continuous years of City service may be eligible to reside in specific surrounding counties.
