About This Position

ABOUT THE ROLE The New York City Housing Authority (NYCHA) seeks a Senior Advisor for Modernization Programs to work under the Chief Operating Officer (COO). This role serves as the primary point of contact and coordination between Operations, Real Estate Development, and Asset & Capital Management for planning and implementing NYCHA's major modernization efforts, including PACT, the Housing Preservation Trust, and Comprehensive Modernization. The advisor enhances Operations engagement to ensure smoother, more effective program implementation while meeting compliance targets set by the HUD Agreement and Federal Monitor. KEY RESPONSIBILITIES - Serve as the COO's primary liaison to NYCHA modernization programs, ensuring transparent information flow to Boroughs, Neighborhoods, and properties. - Develop clear programmatic pipelines and lead process improvement efforts for Operations engagement. - Coordinate with Strategy & Innovation to develop effective operating models and prepare Maintenance & Operations budgets for Trust sites. - Review and facilitate operational changes required for managing CompMod sites. - Coordinate with Learning & Development to implement training for staff at modernized properties. - Support departments in preparing developments for conversion to Project-Based Section 8 via Trust or PACT programs. - Lead project management for operations-focused workstreams at Trust sites, including IT, property transition, hiring, and Section 8 lease signing. - Visit NYCHA developments and Borough offices to resolve Property Management Operations issues. - Coordinate major conversion efforts including voting, relocation, and lease signing. - Participate in construction scoping discussions to represent Operations requirements. - Act as Proxy for the COO in meetings and committees, diagnosing and troubleshooting organizational challenges. - Support high-priority strategic projects, such as the Fulton Elliott-Chelsea Bridge Plan. - Evaluate and execute operational partnerships with development partners. - Oversee metric tracking and coordinate comparative data analysis of modernization impacts. MINIMUM QUALIFICATIONS 1. A baccalaureate degree from an accredited college and four years of satisfactory, responsible, full-time experience in a large government agency or business firm with programs in housing, real estate/management, housing construction, engineering, or a related field. At least eighteen months must have been in a responsible administrative, consultative, managerial, or executive capacity. 2. Education and/or experience equivalent to the above. However, all candidates must possess eighteen months of administrative, consultative, managerial, or executive experience as described. SPECIAL REQUIREMENTS - NYCHA employees applying for transfer, promotional, title, or level change opportunities must have served a period of one year at their current location and in their current title and level. - NYCHA residents are encouraged to apply. - NYCHA has no residency requirements. - Preferred skills include excellent communication, relationship building, nimble project management, proficiency in performance tracking via operations dashboards, high integrity, and humility.
