About This Position
ABOUT THE ROLE
The Adult Services Division of King County's Department of Community and Human Services is seeking a Senior Manager to lead high-impact work across service strategy, community investment program design, provider contracting, policy development, and public fund stewardship. This role oversees a large portfolio of human services investments, manages Requests for Proposals, and ensures contracts comply with requirements while remaining responsive to community needs. Two roles will be filled under this recruitment: Adults and Caregivers Policy Senior Manager and Veterans Initiatives and Policy Senior Manager.
KEY RESPONSIBILITIES
- Provide senior-level leadership, supervision, and project governance for teams, overseeing up to approximately 25 employees.
- Oversee program strategy design and the full contract development, certification, and administration process for the community investment portfolio.
- Lead division and team-level quality improvement projects using LEAN and continuous improvement methods to strengthen contracting, monitoring, and compliance systems.
- Co-lead collaboration with internal and external partners to resolve complex contracting, procurement, fiscal, and compliance issues.
- Serve as a senior subject matter expert and advisor to division leaders on contracting rules, procurement options, compliance risks, and public fund stewardship.
- Analyze contract, monitoring, risk, and investment data to prepare reports, briefings, and performance summaries for leadership and stakeholders.
MINIMUM QUALIFICATIONS
- At least six years of progressively responsible experience in contract or grant administration, including three years in a supervisory role.
- Experience must include contract administration, budget management, and direction of public programs, with at least three years of professional-level experience involving four or more of the following areas: compliance and risk management strategies, program design requiring significant resources, solicitation and procurement processes, organization-wide policies, major process improvements, public policy or government systems, local/state/federal contracting laws, technical training, change management, or equity-focused practices.
SPECIAL REQUIREMENTS
- Designated as a Mission Critical position; expected to report to work or request leave during emergencies or inclement weather.
- Exempt from the Fair Labor Standards Act (not eligible for overtime).
- Typical work schedule is Monday through Friday, 8:00 AM to 5:00 PM.
- Desired qualifications include a Juris Doctor (substitutes for two years of experience), a Master's degree in Public Administration or related field (substitutes for one year), or a Certified Professional Contracts Manager credential.
