Software Developer Senior

ABOUT THE ROLE The City of Charlotte Innovation and Technology Department, Public Safety Division, seeks an experienced Senior Software Developer to design, develop, administer, and support business intelligence, data warehouse, and application technology solutions for the Charlotte-Mecklenburg Police Department. This role manages the full software development lifecycle for mission-critical web applications, web services, automated data processes, and analytics solutions. A key focus is modernizing and migrating web-based applications to cloud platforms while ensuring secure, scalable, and reliable operation in a law-enforcement environment. KEY RESPONSIBILITIES - Analyze business and technical requirements to design software solutions supporting Crime Analysis and operational needs. - Develop, test, deploy, maintain, and enhance web, mobile, desktop, database, and service-based applications. - Build and maintain web-based applications using Microsoft .NET technologies, including C#, MVC.Net, ASP.NET, JavaScript, HTML, and CSS. - Design, create, and optimize SQL Server and Oracle database components, including stored procedures and complex queries. - Create, modify, and maintain RESTful and SOAP web services and APIs to integrate datasets. - Design, maintain, troubleshoot, and optimize ETL processes and data warehouse structures for business intelligence. - Develop automated processes and data visualization solutions translating complex data into actionable information. - Maintain and support existing custom and commercial off-the-shelf applications, including production monitoring. - Monitor data pipelines and analytics outputs, investigating and resolving data delivery or quality issues. - Lead or support modernization and migration of applications to Amazon AWS or other approved cloud environments. - Implement DevOps practices such as source control, CI/CD, automated deployments, and infrastructure-as-code. - Research emerging technologies and recommend solutions aligning with public safety requirements and City standards. - Collaborate with executives, stakeholders, developers, and vendors to align technology solutions with strategic priorities. - Document software designs, technical specifications, system processes, and maintenance activities. - Apply secure coding, data privacy, and information security practices appropriate for law enforcement environments. - Assist with on-call support and callback for assigned technologies and systems as required. MINIMUM QUALIFICATIONS - High school graduate or equivalent and seven (7) years of related work experience. - OR two (2) year college degree in Information Technology, Computer Science, or a related field, and five (5) years of related work experience. - OR Bachelor's degree in Information Technology, Computer Science, or a related field, and three (3) years of related work experience. - OR Master's Degree in Information Technology, Computer Science, or a related field, and one (1) year of related work experience. - Preferred qualifications include job-related experience in software development, application support, data engineering, or business intelligence, with demonstrated experience in Microsoft .NET technologies and relational databases. SPECIAL REQUIREMENTS - Must pass a comprehensive pre-employment background check, including reference, social security, education, criminal conviction, credit history, sex offender registry, and motor vehicle records checks. - Must pass a pre-employment drug-screening test and physical examination. - Candidates may be required to take a skills test or participate in other assessments during the selection process.
