About This Position

ABOUT THE ROLE This is a civilian leadership role responsible for designing, implementing, and managing a comprehensive recruitment pipeline for the Pittsburgh Bureau of Police. The position focuses on increasing the number and diversity of qualified candidates who successfully progress through each stage of the City's formal police hiring process, from initial outreach and application through academy entry. The role combines strategic recruitment, partnership development, candidate navigation, and performance tracking, serving as a central coordinator between prospective candidates, community partners, and police recruiters to ensure a streamlined candidate experience. KEY RESPONSIBILITIES - Design, implement, and manage targeted recruitment pipelines for veterans, community college students, local workforce pathways, second-career applicants, and certified candidates - Build and sustain strategic partnerships with military transition programs, higher education institutions, community-based organizations, and workforce intermediaries - Develop structured processes guiding candidates through application, testing, eligibility listing, and background processing - Coordinate seamless handoffs between pipeline participants and official police recruiters while maintaining ongoing communication - Plan and execute comprehensive recruitment outreach strategies, including annual and monthly events calendars, job fairs, community events, and campus outreach - Manage digital recruitment campaigns, including social media engagement and targeted marketing strategies - Develop and deliver candidate preparation workshops to support readiness for written examinations and interviews - Establish relationships aligned with Department of Defense Skill Bridge opportunities and promote GI Bill On-the-Job Training opportunities - Maintain and optimize a candidate tracking or CRM system to monitor recruitment progress - Produce and present regular performance reports tracking key recruitment metrics and use data insights to improve strategies and conversion rates MINIMUM QUALIFICATIONS - Total Qualifying Requirement: Nine (9) years combined (education/training and work experience may be substituted on a year-for-year basis) - Work Experience: Five (5) years of full-time experience in program management, talent acquisition, workforce development, military transition services, or community engagement - Education: Bachelor's Degree in Public Administration, Communications, Operations Management, or a related field SPECIAL REQUIREMENTS - Must be or become a resident of the City of Pittsburgh prior to employment and remain a resident throughout employment - Must submit official transcripts verifying post-secondary education prior to hire - Subject to pre-employment background investigations, which include criminal background, driver's license, and City of Pittsburgh real estate tax payments SELECTION PROCESS - Application review to determine qualifying eligibility status - Written Examination: None required - Performance Examination: None required - Medical Examination: None required - Background investigation required prior to hire HOW TO APPLY - Submit a complete application, including education, work experience, a resume (if applicable), and completed supplemental questions - Disqualifications based on General Application Requirements are not subject to a Civil Service appeal EMPLOYMENT DETAILS - Employer: City of Pittsburgh - Address: 414 Grant Street, Room 431, Pittsburgh, Pennsylvania, 15219 - Department: Public Safety, Administration - Job Type: CS Exempt, Full Time - Job Number: 26-HTAP-01 - Opening Date: 08/03/2026 - Closing Date: Continuous - FLSA Status: Exempt - Union Status: None, this is a non-union position
