About This Position

ABOUT THE ROLE The Community Marketing Outreach Officer promotes and facilitates the sale of real property in Baltimore City. This role involves no supervisory responsibilities and receives moderate supervision from a technical superior. The position operates on a conventional work schedule, with occasional evening and weekend work. Duties are performed in an office or community setting with minimal exposure to environmental hazards and minimal physical exertion. KEY RESPONSIBILITIES - Promote and facilitate the sale of residential and commercial real property in Baltimore City. - Utilize application database software to track properties being marketed and sold. - Analyze real estate market trends and determine the fair market value of real property. - Market properties to the public and real estate professionals using innovative methods. - Establish and maintain effective working relationships with co-workers, community residents, government representatives, property owners, buyers, and financial institutions. - Facilitate community discussions and negotiate resolutions. - Prepare, evaluate, compile, and maintain professional, technical reports, and records. - Apply knowledge of urban planning, community development, land use planning, code enforcement, and asset management. MINIMUM QUALIFICATIONS 1. Education: A bachelor's degree from an accredited college or university. 2. Experience: Four years of experience in marketing and sales, or coordination of community development projects and programs. 3. Equivalency: An equivalent combination of education and experience may be considered. SPECIAL REQUIREMENTS - Must possess a valid Maryland Class C Noncommercial driver's license (or equivalent) and be eligible to obtain a Baltimore City driver's permit. Provisional or learner permits are not accepted. - A copy of the valid driver's license must be uploaded with the application. - Foreign education credentials must be evaluated for US equivalency by an approved agency (e.g., www.naces.org). - Must complete a mandatory six-month probation period. - Must complete a Financial Disclosure within 30 days of hire, pursuant to City Ethics Law. - Final candidates must authorize a Criminal Background Check and/or fingerprinting. - Incumbents are strictly prohibited from engaging in private real estate business. SELECTION PROCESS - Candidates indicating minimum qualifications on their applications will be placed on the eligible list without further examination. - Training and experience will be evaluated for appropriateness and quantity based on the application. - Applicants may be required to complete supplemental questions to examine specific Knowledge, Skills, and Abilities. - Qualified candidates will not be listed in rank order. - Eligible candidates will be considered for vacancies as they arise for a period of at least six months.
