About This Position
ABOUT THE ROLE
Join the NYC Department of Transportation’s Budget and Capital Program Management (BCPM) / Capital Budget Unit (CBU) team to contribute to the management, development, and execution of DOT’s $34 billion, ten-year capital program. This role supports the Director and Assistant Director in various capital budget functions, offering opportunities for independent work and serving as a lead analyst for one or more capital program areas.
KEY RESPONSIBILITIES
- Analyzing new capital need proposals
- Supporting Capital Plan updates and Capital Commitment Plan submissions
- Facilitating Certificate-to-Proceed (CP) approvals by coordinating Q&A
- Tracking project delivery and performance
- Analyzing inactive encumbrances
- Supporting capital project mapping and Asset Information Management System (AIMS) reporting
- Tracking Mayoral initiatives
- Preparing ad-hoc reports and analyses for management
- Working with large datasets, developing clear spreadsheets and presentations, and conducting research and forecasting for Financial Management System (FMS) updates
- Coordinating with OMB, DOT divisions, and other City agencies
- Participating in meetings and workshops with senior management and City partners on capital priorities, project delivery, and program development
MINIMUM QUALIFICATIONS
1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
2. A satisfactory combination of education and/or experience equivalent to the above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development, or related fields may be substituted for experience (30 graduate semester credits equals one year of experience). All candidates must have a baccalaureate degree.
SPECIAL REQUIREMENTS
- Candidates must be serving permanently in the civil service title of City Planner, or be reachable on the most current City Planner Exam list.
- Assignment Level III: Requires one additional year of professional experience after meeting minimum requirements.
- Assignment Level IV: Requires two additional years of professional experience after meeting minimum requirements.
- Residency Requirement: New York City residency is generally required within 90 days of appointment. City employees with 2 continuous years of service may be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
SELECTION PROCESS
- Civil service exam may be required. Candidates must be reachable on the most current City Planner Exam list or already serving permanently in the title.
