About This Position

ABOUT THE ROLE This is an unclassified position in the Public Works Department. The purpose of this role is to manage the operations of the County's water system and wastewater collection system. This includes supervising assigned staff, preparing the assigned annual budget, and overseeing the installation, maintenance, and repair of water system infrastructure. The role also involves developing and monitoring work plans and scheduling preventative and corrective maintenance. This classification is distinguished from Level I by its additional responsibilities in budget preparation and overseeing various administrative functions. KEY RESPONSIBILITIES - Supervise assigned staff, including establishing workloads, evaluating performance, enforcing policies, and making hiring or termination recommendations. - Develop and monitor work plans, prioritize work, schedule projects, and approve work orders. - Review sewer system construction plans and recommend changes. - Inspect construction projects for safety compliance. - Oversee contracted work for system design and manage project contracts. - Prepare the assigned annual budget for equipment, supplies, staff, and contracted services. - Prepare periodic and quarterly reports and ensure the accuracy of system records. - Attend county and public meetings. - Respond to questions from the public and officials, and resolve customer concerns. - Provide instruction to staff in emergency situations. - Coordinate with other agencies, jurisdictions, and contractors regarding water line maintenance and installation. - Estimate costs for capital improvement projects. - Ensure adherence to federal and state laws and public water distribution system guidelines. - Perform other related duties as required. MINIMUM QUALIFICATIONS - High School Diploma or GED required. - Vocational or technical training in Water Treatment or a related field. - Five years of experience in Water Treatment, to include two years of lead or supervisory experience. - Any equivalent combination of education, training, and experience providing the requisite knowledge, skills, and abilities. SPECIAL REQUIREMENTS - Must possess and maintain a valid Georgia driver's license. - State of Georgia Certification as a Water Distribution System Operator. - Flagger Certification preferred. - Wastewater Collection System Operator License preferred. - Trench Safety Certification preferred.
