ABOUT THE ROLE
The Building, Safety Engineering, and Environmental Department of the City of Detroit is seeking a Rental Program Manager to lead a major overhaul of how the city oversees rental housing. Following a new rental housing ordinance, this role will drive initiatives to increase compliance with safety inspections and improve rental housing quality. Key focus areas include revamping safety inspection processes, implementing a new 15-point inspection, designing a smooth customer service experience, analyzing inspection volumes to set program fees, increasing enforcement effectiveness against non-compliant properties, and developing clear communication materials for landlords and tenants. The position reports to the Director of the department and works closely with the Deputy Chief Operating Officer.
KEY RESPONSIBILITIES
- Assist with the implementation of divisional goals, initiatives, and plans.
- Develop and implement initiatives to improve work processes.
- Drive process improvement initiatives, including automation, to increase the capability and efficiency of reporting efforts.
- Manage project development and execution from inception to closure.
- Analyze data from a variety of database sources and formats for research, systems, and report design.
- Present results of analyses concisely and effectively to ensure adoption.
- Provide recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis.
- Track and report project milestones and status reports to project sponsors.
MINIMUM QUALIFICATIONS
1. Bachelor's degree with a major in project management, public policy, business, management, data analysis, organizational development, or a related field.
2. Advanced levels of responsibility and five to ten years of project management or process improvement experience.
3. Equivalency: Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
