About This Position

ABOUT THE ROLE The Information Technology Bureau, Fiscal Affairs Division of the NYPD administers a $250M Expense, $400M Capital, and Grant budget portfolio. The Assistant Commissioner of Fiscal Affairs serves as the senior executive responsible for financial strategy, capital planning, operating budget, procurement oversight, and fiscal governance of the IT Bureau. Reporting to the Deputy Commissioner and CIO, this role oversees the complete financial lifecycle of technology investments and acts as the principal advisor on fiscal policy, technology investment strategy, and budgetary risk. KEY RESPONSIBILITIES - Provide executive leadership for all Fiscal Affairs operations (Capital, Expense, Procurement, Vendor Management, Budget Planning, Financial Controls). - Develop and manage annual operating and capital budgets, directing New Needs submissions, baseline funding, PEG initiatives, and grant opportunities. - Serve as senior representative before OMB, DCAS, the Comptroller, and executive leadership, advising the CIO on financial risk and long-term planning. - Oversee financial support for technology procurements, contract renewals, and multi-year capital projects while ensuring compliance with all procurement laws and regulations. - Direct financial planning for enterprise technology modernization, cybersecurity, infrastructure, and public safety systems. - Establish executive-level financial reporting, forecasting, and fiscal dashboards. - Lead, mentor, and develop a multidisciplinary management team while building collaborative relationships with internal bureaus, City agencies, and vendors. MINIMUM QUALIFICATIONS 1. Master's degree in relevant fields (economics, finance, accounting, business/public admin, etc.) or Juris Doctor, plus 2 years of full-time professional experience in budget administration, accounting, financial administration, or fiscal management. 18 months must be in an executive/managerial capacity. 2. Baccalaureate degree and 4 years of relevant professional experience, including 18 months of executive/managerial experience. 3. Associate degree or 60 college credits and 6 years of relevant professional experience, including 18 months of executive/managerial experience. 4. High school diploma and 8 years of relevant professional experience, including 18 months of executive/managerial experience. 5. Equivalent combination of education and experience (30 college credits = 1 year experience). Must have a high school diploma and at least 2 years of experience, including 18 months of executive/managerial experience. SPECIAL REQUIREMENTS - Substantial experience with NYC Financial Management System (FMS), PASSPort, City procurement regulations, Capital project budgeting, Expense budget administration, and Technology procurement. - 10-15 years of executive experience in public-sector financial management, budgeting, or procurement. - Experience managing large municipal operating/capital budgets, preferably for enterprise technology. - Experience working with OMB and City oversight agencies. - Open to 55-a Program eligible candidates with disabilities (indicate on resume and cover letter).
