ABOUT THE ROLE
The Olympia Public Works Department, Water Resources division, is seeking a positive, detail-oriented Wastewater Engineer II to join the engineering and planning workgroup. This role involves providing integrated planning, engineering, and program development services for the City's wastewater, storm, and surface water utilities. Key responsibilities include engineering analysis, project feasibility, policy implementation, field crew technical support, site development review, and capital program management in a team-oriented environment.
KEY RESPONSIBILITIES
- Serve as engineering lead or technical consultant for assigned public works projects.
- Oversee design, construction engineering, and administrative aspects of projects.
- Maintain effective communication and relationships with internal collaborators, external parties, and agencies.
- Interpret and apply the City's Engineering Design and Development Standards (EDDS).
- Lead project scoping efforts, develop charters, and monitor scopes, schedules, and resources.
- Prepare contractor pay applications, monitor performance, and resolve technical problems.
- Ensure compliance with all City, state, and federal regulations.
- Collect and analyze project data, perform research, and present recommendations.
- Perform public outreach, respond to inquiries, and resolve public issues on assigned projects.
- Review and approve civil and land use permit applications relevant to the utility.
- Prepare the capital budget, evaluate risk and cost, and set priorities for capital spending.
- Initiate procurement and prepare scopes of work for utility-related contracts.
- Coordinate with operations and maintenance staff on problem solving and technical assistance.
MINIMUM QUALIFICATIONS
- Associate degree in civil engineering or a related field and five years of increasingly responsible civil engineering experience.
- OR a bachelor's degree in civil engineering or a related field and three years of experience.
- OR a combination of experience, certification, education, and training demonstrating expertise.
- Thorough knowledge of civil engineering principles, practices, methods, and techniques.
- Knowledge of federal, state, and local laws and regulations pertaining to engineering and utility design.
- Knowledge of construction methods, cost estimating, and budget preparation.
- Skill in using Microsoft Office products and AutoCAD Civil 3D to prepare plans and drawings.
- Ability to interpret engineering plans, survey notes, and legal descriptions.
- Ability to manage multiple priorities, perform research, and analyze complex engineering projects.
SPECIAL REQUIREMENTS
- Valid Washington State driver's license may be required.
- Must have Professional Engineer (PE) certification; must acquire Washington State certification within six months of hire if certified in another state.
- Some positions may require specific civil engineering or transportation planning backgrounds such as water resource engineering, sewer system analysis, or environmental sciences.
