About This Position
ABOUT THE ROLE
This position involves technical programming, application and software support, evaluating existing systems, and ascertaining the feasibility of data processing applications. You will design and implement computer program systems and may act as a head analyst or project head supervising technical employees.
KEY RESPONSIBILITIES
- Perform technical programming and provide application or software support.
- Evaluate existing systems and procedures to identify improvements.
- Ascertain the feasibility of new data processing applications.
- Design and participate in the implementation of systems of computer programs.
- Supervise technical employees performing programming and support work as a head analyst or project head.
MINIMUM QUALIFICATIONS
- A bachelor's degree from an accredited four-year college or university with 24 semester or 36 quarter units in information systems, computer engineering, or computer science, plus two years of full-time paid experience in the assessment, design, development, testing, and implementation of software applications.
- Alternatively, two years of full-time paid experience as an Applications Programmer with the City of Los Angeles.
- Additional qualifying full-time paid programming analyst experience may be substituted for the required bachelor's degree on a year-for-year basis.
SPECIAL REQUIREMENTS
- A valid Class C driver's license issued by the California DMV is required at the time of appointment for specific departments, including Los Angeles World Airports, Building and Safety, Harbor, Information Technology Agency, Planning, and Water and Power.
- Applicants must not have three or more moving violations or at-fault accidents, or a major moving violation conviction within the last 36 months.
- Highly preferred experience includes internet and client-server applications, web services, GIS programming, object-oriented design, relational database design, ERP packages, and BI tools.
- Selective certifications in specific technologies like Microsoft, Oracle, SAP, COBOL, or Java may be required for certain positions and must be attached to the application at the time of filing.
SELECTION PROCESS
1. Applications are reviewed, and a limited number of qualified applicants are invited to test based on a priority order including promotional candidates, current part-time or exempt City employees, and a random sample of remaining qualified applicants.
2. Candidates take a 100% weighted multiple-choice test administered and proctored online via webcam.
3. A final average score of 70% or higher is required to be placed on the eligible list.
4. The multiple-choice test evaluates analytical ability, attention to detail, customer service, teamwork, and job knowledge including various programming languages, database platforms, and the systems development life cycle.
