About This Position

ABOUT THE ROLE This position supports child welfare programs within the Department of Children and Families (DCF) and the Executive Office of Health and Human Services (EOHHS) through high-quality data, reporting, and insights. The analyst ensures data is accurate, accessible, and effectively used across the agency, reporting to the IT Manager for Reports and Data Integration. The role operates on a hybrid schedule primarily based in Boston, Massachusetts. KEY RESPONSIBILITIES - Partner with program, policy, and technical teams to elicit, analyze, and prioritize business and data requirements for system products - Lead requirements-gathering, solution-design, and prototyping sessions for new or enhanced data products - Collaborate with data engineers and developers to design, build, and implement dashboards, reports, and data exchanges - Lead and support system, user-acceptance, data, and regression testing to ensure products meet documented requirements - Establish, document, and promote scalable data-quality standards and governance best practices - Analyze data to identify trends, service gaps, and performance issues, communicating findings through clear reports and dashboards - Prepare and communicate reports on project status, risks, dependencies, and resource requirements - Support ongoing maintenance, monitoring, and troubleshooting of system and data products - Participate in on-call support when required by departmental needs MINIMUM QUALIFICATIONS - At least 3 years of full-time or equivalent part-time professional experience in IT application development and support - Experience in business analysis, project management, or IT management in an IT environment - Experience in business process modeling and reengineering - Strong understanding of the software development life cycle (SDLC) - Knowledge and familiarity with SQL - Ability to understand customer requirements, normalize them against standards, and present fitting solutions - Ability to work independently and in a team environment across all organizational levels - Strong verbal and written communication, coaching, listening, and presentation skills SPECIAL REQUIREMENTS - Preferred qualifications include experience with Power BI, Oracle SQL, Snowflake, Informatica, advanced analytics, AI, and human services - A criminal background check will be completed on the recommended candidate prior to hiring - Education, licensure, and certifications will be verified according to state hiring guidelines - Education and license information provided is subject to the Massachusetts Public Records Law - Substitutions for the experience requirement include an Associate degree (substitutes 1 year), a Bachelor degree (substitutes 2 years), or a Master degree (substitutes all 3 years) SELECTION PROCESS - First consideration will be given to applicants who apply within the first 14 days of the job posting - Candidates will be evaluated based on their experience, education, and alignment with the minimum entrance requirements and preferred qualifications - Salary placement is determined by a combination of directly related experience, education, and internal compensation structures HOW TO APPLY - Submit your application through the official state portal, ensuring all required information is provided - For reasonable accommodation requests during the application or interview process, contact EOHHS Candidate ADA Requests - For general questions, contact the Office of Human Resources at 1-800-510-4122 and select option 4 - For Diversity, Affirmative Action, or Equal Employment Opportunity questions, contact Sandra Semedo at Sandra.C.Semedo@mass.gov or 617-352-4250 EMPLOYMENT DETAILS - Full-time position working the day shift - Work schedule is Monday through Friday, 9:00 AM to 5:00 PM EST - Potentially eligible for a hybrid work schedule combining in-office and work-from-home days - Primary work location is 1 Ashburton Place, Boston, Massachusetts - Bargaining Unit: 06-NAGE - Professional Admin - Agency: Executive Office of Health and Human Services (EOHHS) - Comprehensive state employee benefits package is included
