About This Position

ABOUT THE ROLE The EOE Information Technology Group seeks an experienced Senior IT Portfolio and Program Manager to manage the full catalog of projects in their assigned agency as the de facto agency CIO. The role involves strategic planning, acting as a business liaison, representing the agency to other state agencies, and ensuring agency technology work is well governed, strategically aligned, financially transparent, and effectively delivered. The incumbent will collaborate with peers across the Secretariat and oversee project managers to execute projects on time, on budget, and on target. KEY RESPONSIBILITIES - Partner with agency leadership to define priorities and translate them into strategic technology roadmaps. - Help agency stakeholders apply product management principles and adopt a product mindset. - Promote service design principles to ensure technology solutions are shaped around the needs of constituents and users. - Oversee the assigned agency technology portfolio, ensuring projects and services are visible, prioritized, and aligned with goals. - Guide agencies through EOE IT governance processes to evaluate and approve technology requests. - Supervise project managers and business analysts assigned to the agency portfolio. - Manage contracted vendor teams supporting the agency portfolio. - Coordinate with project managers, business analysts, and fiscal staff to develop accurate budget projections and track funding sources. - Manage IT procurements and hold vendors accountable by reviewing deliverables and invoices. - Coordinate with EOTSS and the CISO to ensure operational technology needs and security standards are met. MINIMUM QUALIFICATIONS - At least seven years of full-time, or equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management. - At least three of those years must have been in a managerial capacity. SPECIAL REQUIREMENTS - Six to ten or more years of progressive experience in senior IT product, portfolio, program, or technology management roles, preferably in the public sector (Preferred). - Five or more years of leadership experience managing or mentoring project managers, business analysts, product teams, vendors, and cross-functional teams (Preferred). - Strong knowledge of product management principles, service design principles, IT strategy, portfolio management, Agile, and project delivery methodologies (Preferred). - Experience managing technology portfolios across multiple funding sources and managing vendors and contracts (Preferred). - Working knowledge of enterprise architecture, data architecture, cybersecurity, cloud services, and modern collaboration platforms like Jira, Confluence, and GitHub (Preferred).
