About This Position
ABOUT THE ROLE
Metro Transit's Employee Services Division seeks a dynamic manager to develop and manage apprenticeship and pathways programs. This role focuses on employee development, creating career pathways, and applying equity and social justice principles to build a sustainable and equitable workforce at King County Metro.
KEY RESPONSIBILITIES
- Develop and manage apprenticeship and pathways programs across divisions with internal and external stakeholders.
- Organize people and activities to accomplish strategic work plans and deliverables within established timelines.
- Develop pro-equity, innovative, people-centered work plans, charters, and project documents.
- Partner and facilitate groups of employees, labor union representatives, and County management.
- Identify and strengthen career pathways with a focus on underserved communities.
- Manage project schedules, issues, risks, quality, and deliverables.
- Support leadership to ensure tasks are completed and timelines are met.
- Develop and provide program reports, updates, and presentations to stakeholders.
- Evaluate and continually improve program activities through focus groups, surveys, and listening sessions.
- Develop key data metrics, analysis, and reporting on project progress.
MINIMUM QUALIFICATIONS
- Minimum 3 years of experience taking projects from concept through completion, or an equivalent combination of work experience, training, and education.
- Demonstrated ability to build effective relationships with diverse audiences using equity and inclusion practices.
- Advanced skills in goal setting and organizing activities to accomplish work plans on time.
- Experience managing people-focused development projects like apprenticeships, technical training, or professional development.
- Strong customer service, organizational, analytical, time management, communication, and interpersonal skills.
- Comfort navigating a complex hierarchy while managing competing priorities.
- Engaging facilitation skills for technical meetings and leading multidisciplinary groups.
- Understanding of equity and social justice concepts and creating inclusive work environments.
- Advanced skills in Microsoft Office including Outlook, Word, Excel, PowerPoint, Teams, and SharePoint.
SPECIAL REQUIREMENTS
- Must reside in Washington state and within a reasonable distance to the King County worksite.
- Must maintain a home workspace with reliable internet for hybrid work requirements.
- Highly competitive candidates possess experience with large public sector agencies or governmental organizations.
- Knowledge of King County Metro operations, mission, policies, and procedures.
- One year of experience developing or managing workforce and employee development programs.
- Ability to manage highly visible and politically sensitive projects.
- Skill in data gathering, analysis, and developing data tools.
SELECTION PROCESS

- Hours: 40 hours per week, Monday through Friday
- FLSA Status: Exempt (not eligible for overtime)
- Work Location: Hybrid schedule requiring a minimum of 2 days per week onsite at King Street Center, 201 S Jackson St, Seattle, WA 98104
- Union Status: Not represented by a union
- Safety: Responsible for understanding safety policies, following procedures, and reporting all safety concerns.
