Transportation Planning Program Manager

ABOUT THE ROLE Leads the translation of Charlotte's transportation policy and mobility needs into prioritized, fundable projects ready for preliminary design. Responsible for project prioritization, capital investment plan (CIP) programming, program eligibility, and performance measurement. Builds and leads a team of planners, sets analytical standards, and supports CDOT leadership in preparing prioritization and budget recommendations for City Council. Reports directly to the Mobility Planning Division Manager. KEY RESPONSIBILITIES - Project Prioritization and Programming: Leads CIP project programming and prioritization aligned with city policy goals. Coordinates with divisions to advance projects through the Define-Design-Deliver-Deploy lifecycle. Develops eligibility criteria and scoring methods. Oversees CIP budget materials and project validation gates. - Transportation System Performance and Data Analysis: Builds the analytical foundation for project screening. Develops the transportation system performance framework. Designs before-and-after studies for completed CIP projects. Applies GIS and transportation data tools for planning analysis. - Stakeholder Engagement and Communication: Presents program summaries and recommendations to internal leadership and City Council. Collaborates with regional partners (CRTPO, CATS, NCDOT) on data sharing and funding coordination. Communicates complex technical findings to diverse audiences. - Section Management and Leadership: Builds, supervises, mentors, and evaluates transportation planners. Manages workload for timely delivery of analytical products. Partners with the Division Manager on work planning, budget tracking, and capacity management. MINIMUM QUALIFICATIONS - Bachelor's Degree and seven years of relevant work experience, OR Master's Degree with five years of relevant work experience. - Preferred Qualifications: - Bachelor's Degree in transportation planning, urban planning, public administration, civil engineering, or a related field with seven years of progressive experience in an urban context. - Certified Planner (AICP) or registered Professional Engineer (PE). - At least three years of experience supervising, mentoring, or leading professional planning staff. - Experience designing or conducting transportation performance monitoring, before-and-after studies, or multimodal needs assessments. - Proficiency with GIS, transportation data tools, and data visualization platforms. SPECIAL REQUIREMENTS - Physical Requirements: Grasping, talking, hearing, seeing, and repetitive motions. Ability to sit, stand, climb, or walk for extended periods. Light to moderate lifting and carrying, with some crouching, stooping, squatting, crawling, reaching, pushing, and pulling. Adequate vision, hearing, and speech required. - Sensory Requirements: Concentrated and attentive use of senses for proofreading, data entry, and tabulating data. Ability to work in an environment with frequent interruptions. - Working Conditions: Indoor office environment with moderate exposure to atmospheric and environmental conditions, and frequent exposure to computer screens, files, and phones.
