About This Position

ABOUT THE ROLE This position is part of the Storm Water Services Engineering and Design Division and is primarily responsible for providing project management skills and principles in conjunction with the planning, design, and construction of storm drainage improvement and water quality enhancement projects. The role involves managing engineering consultants that perform planning, design, and construction administration for projects including storm drainage improvement, stream restoration, pond improvement, and stormwater control measures. The position manages multiple active projects of varying scope, complexity, and budget, ranging from $100,000 to over $5 million. This position currently allows for a hybrid work schedule. KEY RESPONSIBILITIES - Complete technical review of consultant-prepared planning reports, construction plans, cost estimates, and contract specifications for technical competency, consistency, and constructability issues - Manage and control project schedules, budgets, and design requirements for flood control, stream restoration, and water quality projects - Serve as lead coordinator for clients and citizens on all assigned projects - Provide customer service by serving as a key divisional and team resource - Perform other duties as assigned MINIMUM QUALIFICATIONS - Bachelor's degree in engineering or a related field - Three (3) years of progressive work experience in planning, design, and construction of storm drainage systems - Ability to successfully perform project management tasks, including proactive management of the critical path in project initiation, planning, implementation, and closeout utilizing project management software - Effective verbal and written communication skills - Ability to establish and maintain effective working relationships with other employees, departments, city officials, and the public - Working knowledge of the Charlotte-Mecklenburg Storm Water Design Manual, Charlotte-Mecklenburg BMP Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, or manuals - Ability to plan, prioritize, and organize work and complete assignments with minimal supervision - Ability to apply conflict resolution techniques and to work collaboratively and effectively with others - Proficient computer skills including experience with Microsoft Office Products (Word and Excel) - Ability to interpret, analyze, prepare, and explain complex technical reports, data, technical specifications, and recommendations SPECIAL REQUIREMENTS - Valid driver's license and a good driving record with the ability to obtain and maintain a City Driving Permit - Preferred: Licensure as a Professional Engineer or Rosgen training SELECTION PROCESS - Background checks will be conducted on final candidates, including reference checks, social security verification, education verification, criminal conviction record check, and if applicable, credit history check, sex offender registry, and motor vehicle records check - Final candidates must pass a pre-employment drug-screening test and physical examination - Candidates may be asked to take a skills test and/or participate in other assessments during the selection process HOW TO APPLY - Apply online through the official City of Charlotte careers portal before the end date of August 15, 2026 - Self-service application kiosks are available at the Human Resources Department lobby: 700 East 4th Street, Suite 200, Charlotte, NC 28202 (Open Monday through Friday, 9:30 a.m. to 3:30 p.m. EST, excluding official City holidays) - For questions about the application or hiring process, email Careers@ci.charlotte.nc.us - To request reasonable accommodations, fill out the Innovation & Technology ADA request form or call 704.336.4120 EMPLOYMENT DETAILS - Employer: City of Charlotte - Department: Storm Water Services Department - Job Type: Full time - Job Requisition ID: JR104220 - Location: CLTW Zone 4, Charlotte, NC - Work Schedule: Hybrid work schedule available - Benefits: Comprehensive benefits package available to eligible employees
