Supervisory Civil Engineer

ABOUT THE ROLE Located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA), this position serves as Program Manager for the Bridge Program. The role involves planning, designing, and executing complex multimillion-dollar and mega-projects, asset management, preventive maintenance, and program operations. The incumbent provides supervision and leadership to a multi-disciplinary team of civil and structural engineers and technicians, ensuring compliance with local and federal regulations. KEY RESPONSIBILITIES - Serve as Program Manager for the Project Management Support Division. - Review, analyze, and recommend approval or disapproval of new or revised design policies, practices, and procedures. - Monitor and advise Infrastructure Project Management Teams to ensure uniform policies, guidelines, and established standards are followed. - Provide expert technical guidance and assistance on citywide and regional programs. - Direct and oversee division engineers in reviewing project work for technical soundness, quality assurance, completeness, and adherence to standards, priorities, and schedules. - Consider factors such as economics, route location, traffic behavior, and vehicle characteristics in design and construction management. MINIMUM QUALIFICATIONS - Bachelor's degree in Engineering from an ABET-accredited school of engineering, OR a combination of college-level education, training, and technical experience that furnishes thorough knowledge of physical and mathematical sciences and a good understanding of engineering sciences and their applications. - Specialized experience equivalent to at least the next lower grade level, equipping the applicant with the knowledge, skills, and abilities to perform the duties successfully. SPECIAL REQUIREMENTS - Professional Engineer (PE) license is required and must be maintained. Applicants with a PE license from another jurisdiction must apply for a District of Columbia PE license within 90 days of hire and receive it within 12 months or face termination. - Valid driver's license required and must be maintained. - Residency Requirement: Must establish residency in the District of Columbia within 180 days of the effective date of appointment and maintain it throughout the duration of the appointment. - Subject to enhanced suitability screening, including pre-employment criminal background, consumer credit, and traffic record checks, as well as periodic criminal background checks. - Designated as an emergency employee position; subject to 24/7 call-in, rotating shifts (evenings, nights, weekends, holidays), and performing crucial duties during emergencies (e.g., snow or debris removal).
