About This Position

ABOUT THE ROLE The Chief of Staff serves as a strategic partner to the Commissioner of the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS). This role provides high-level support to advance the department’s mission of improving the health status of Philadelphians needing behavioral health and intellectual disability support. The position oversees executive-level operations, drives leadership development, manages intergovernmental and stakeholder relations, and coordinates system transformation efforts using a population health framework. KEY RESPONSIBILITIES - Strategic and Operational Leadership: Translate the Commissioner’s strategic vision into actionable work plans, oversee daily executive operations, manage cross-functional projects, and monitor progress on key performance indicators. - Leadership Development and Organizational Culture: Direct leadership development programs to strengthen executive capacity and promote a culture of collaboration, accountability, and innovation. - Government and Stakeholder Relations: Serve as a liaison between the Commissioner, City officials, state and federal agencies, community partners, and advocacy groups, representing the Commissioner in high-level meetings. - Policy, Planning, and System Transformation: Lead policy analysis and strategic initiatives, ensuring the integration of data-driven, evidence-based, and culturally competent approaches. - Special Projects: Manage high-priority and sensitive initiatives, and oversee the preparation of briefings, reports, and communications for executive leadership. MINIMUM QUALIFICATIONS - Minimum of 8 to 10 years of progressively responsible leadership experience in a complex organization, preferably in behavioral health or human services. - Experience in strategic planning, policy development, and intergovernmental relations. - Demonstrated ability to manage executive-level operations and lead organizational initiatives. SPECIAL REQUIREMENTS - Master’s degree in public administration, public health, behavioral health, or a related field is preferred. - Must become a City of Philadelphia resident within six months of hire. - Deep understanding of behavioral health, intellectual disability services, and population health strategies. - Exceptional project management, organizational, interpersonal, and communication skills. - Proven ability to work effectively within a political environment while maintaining focus on organizational goals.
