About This Position

ABOUT THE ROLE The Baltimore City Department of General Services (DGS) seeks an Operations Officer II for its Office of Project and Performance Management. This role develops, analyzes, and reports performance measures, supports data governance, conducts quantitative and spatial analyses, and provides insights to executive leadership. It manages key components of the DGS Performance Management Program and collaborates across all DGS divisions in a matrix environment. KEY RESPONSIBILITIES - Support DGS performance management activities through stakeholder coordination, data analysis, reporting, and meeting facilitation. - Coordinate with divisions to collect, validate, and monitor performance data, identify trends, and support operational assessments. - Manage assigned projects and analytical initiatives through project planning, cross-functional coordination, and operational analysis. - Perform data collection, statistical analysis, spatial analysis, data cleaning, and visualization to generate actionable insights. - Develop, implement, and maintain performance measurement systems, Key Performance Indicators (KPIs), dashboards, and interactive reports. - Source, integrate, and analyze data from multiple systems to identify trends and recommend improvements. - Apply emerging technologies, including generative artificial intelligence, to streamline data preparation and analysis processes. - Collaborate with analysts, project managers, and subject matter experts across DGS divisions to advance agency priorities. - Facilitate meetings, projects, and cross-functional initiatives by coordinating stakeholders and tracking action items. - Lead and manage special projects, strategic initiatives, and ad hoc assignments in support of departmental priorities. - Analyze business processes, service delivery models, and information flows to identify challenges and implement improvements. MINIMUM QUALIFICATIONS - Education: Bachelor's degree in business administration, Public Administration, Management, or related field from an accredited college or university. - Experience: Four (4) years of experience in professional-level administrative, operations, or technical work. Previous work lead experience may be required. - Equivalency: An equivalent combination of education and experience. - Preferred Education: Bachelor's degree in Public Administration, Public Policy, Economics, Business Administration, Data Science, or related field. - Preferred Experience: Four (4) years of progressively responsible professional experience in performance management, program management, business intelligence, data analytics, program evaluation, strategic planning, or operational analysis. Experience leading cross-functional teams, developing KPIs, creating dashboards using Microsoft Power BI or similar tools, and working within a matrix environment. SPECIAL REQUIREMENTS - Licenses: Valid Maryland Class C Noncommercial driver's license, or equivalent out-of-state license acceptable to the Office of Risk Management, may be required. - Background Check: Eligible candidates must complete authorization for a Criminal Background Check and/or Fingerprint screening and successfully pass it. - Probation: All selected persons must complete a 6-month mandatory probation. - Financial Disclosure: Must complete a Financial Disclosure pursuant to City Ethics Law within 30 days of hire. - Knowledge and Skills: Demonstrated knowledge of performance management, public administration, and continuous improvement. Ability to perform statistical and spatial analysis, data visualization, and lead through influence in a matrix environment.
