About This Position
ABOUT THE ROLE
The New York City Department of Health and Mental Hygiene (DOHMH) is seeking an exceptional, highly motivated, and experienced professional with extensive knowledge of personnel administration to serve as Executive Director. Reporting to the Assistant Commissioner, this role oversees the daily operations and executive administration of the Bureau of Human Resources and Labor Relations. The successful candidate will align HR objectives with agency priorities, provide leadership to HR staff, and ensure the delivery of high-quality personnel services in a fast-paced environment.
KEY RESPONSIBILITIES
- Oversee daily operations and executive administration of the Bureau of Human Resources and Labor Relations.
- Support short- and long-term personnel goals by conducting research, providing analysis, and aligning HR objectives with agency priorities.
- Develop, update, and enforce agency-wide policies, procedures, and guidelines related to personnel management.
- Provide leadership and guidance to Senior Directors and HR staff to maximize their potential and support career advancement.
- Advise the Assistant Commissioner on personnel issues, lead special projects, and resolve complex HR challenges.
- Provide accountability and goals for talent acquisition, staffing, compliance, contracts, compensation, benefits, training, records management, succession planning, employee relations, EEO compliance, and labor relations.
- Collaborate with NYC oversight entities and union leadership to strengthen relationships.
- Monitor HR operations by tracking trends, setting performance metrics, and evaluating recruitment, training, and disciplinary processes.
- Provide HR support to executive leadership and develop customer service strategies to foster collaboration across Agency divisions.
MINIMUM QUALIFICATIONS
1. A master’s degree in hospital administration, public health, business administration, or a related field, plus three years of full-time satisfactory experience in a health services or related setting, including at least 18 months in a managerial or administrative capacity requiring independent decision-making; or
2. A baccalaureate degree from an accredited college and five years of full-time satisfactory experience as described above; or
3. An associate’s degree from an accredited college and seven years of full-time satisfactory experience as described above; or
4. A four-year high school diploma or its educational equivalent plus nine years of full-time satisfactory experience as described above; or
5. Education and/or experience equivalent to the above. Graduate or undergraduate credits may be substituted for non-managerial experience, but all candidates must have a high school diploma or equivalent and 18 months of managerial experience.
SPECIAL REQUIREMENTS
- Civil Service Exam: Permanency is not currently required, but a civil service exam may be scheduled in 2028. Applicants are responsible for applying and taking it if scheduled.
- Residency Requirement: New York City residency is generally required within 90 days of appointment. Exceptions may apply for City employees with 2 continuous years of service.
- 55-a Program: This position is open to qualified persons with a disability eligible for the 55-a Program.
- Eligible for federal and state Public Service Loan Forgiveness and repayment assistance programs.
SELECTION PROCESS
- Exam May Be Required (Civil Service exam may be scheduled in 2028 for permanency).
- Title classification is Competitive-1.
- Candidates will be evaluated based on their ability to meet the minimum qualifications and relevant experience.
