About This Position
ABOUT THE ROLE
The NYC Department of Finance (DOF) Treasury and Payment Services Division seeks a dynamic, detail-oriented Reconciliations Supervisor to lead the centralized Reconciliation Unit. Reporting to the Director of Reconciliations, this role oversees daily operations, ensures the accuracy and integrity of City revenue recording, and strengthens internal controls across DOF's payment, banking, and financial management systems. The ideal candidate will supervise multiple Reconciliation Specialists managing complex, high-risk bank-to-book reconciliations.
KEY RESPONSIBILITIES
- Serve as the deputy lead for DOF's centralized reconciliation function.
- Manage a team responsible for reconciling bank accounts with FMS3, vendor systems, and agency source systems.
- Supervise Reconciliation Specialists, set priorities, and manage workload distribution.
- Actively participate in complex reconciliations, exception research, and issue resolution.
- Oversee daily, weekly, and monthly reconciliations across a portfolio of complex bank accounts to ensure compliance with Comptroller directives.
- Demonstrate mastery of MS Office to produce dashboards, workflows, presentations, and analytical reports.
- Guide staff through exception research, vendor and bank escalations, and root cause analysis.
- Prepare management reports for DOF senior leadership, Comptroller's Office, OMB, and Treasury leadership.
- Serve as a liaison between DOF divisions, City agencies, banks, payment vendors, and technology partners.
- Lead unit participation in year-end closing activities.
- Identify opportunities for automation, standardization, and workflow optimization.
- Coach staff, develop training materials, and create Standard Operating Procedures (SOP).
MINIMUM QUALIFICATIONS
Candidates must be permanent in the Administrative Staff Analyst civil service title or permanent in a comparable civil service title eligible for a 6.1.9 title change.
Option 1: A master's degree from an accredited college in economics, finance, accounting, business, public administration, or a closely related field, plus two years of satisfactory full-time professional experience in budget administration, accounting, financial administration, management analysis, or a related area. At least 18 months of this experience must be in an executive, managerial, administrative, or supervisory capacity supervising professional staff.
Option 2: A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including 18 months of executive, managerial, administrative, or supervisory experience.
SPECIAL REQUIREMENTS
- Must include Employee Identification Number (EIN) and indicate permanent civil service title when applying.
- Prior public sector financial management experience, especially within NYC government, is preferred.
- Experience with FMS3 or comparable general ledger systems, InfoAdvantage reporting, and automated reconciliation tools.
- High proficiency with MS Office Suite, particularly advanced Excel formulas (SUMIFS, COUNTIFS, VLOOKUP, INDEX/MATCH).
- NYC residency is generally required within 90 days of appointment (exceptions may apply for employees with 2 continuous years of City service).
- Eligible for remote work up to 2 days per week pursuant to the Remote Work Pilot Program.
