About This Position
ABOUT THE ROLE
The Office of the New York City Comptroller serves as the City's chief fiscal steward. The Senior Policy Analyst for Housing will support the Comptroller's policy and oversight work aimed at addressing New York City's housing affordability crisis. Working within the Policy Bureau, this role involves conducting original research, analyzing housing policy and government performance, developing policy recommendations, and contributing to reports and testimony. The position collaborates closely with the Budget, Audit, Legal, Contracts, and Bureau of Asset Management teams to improve housing policy and expand housing opportunities.
KEY RESPONSIBILITIES
- Conduct policy research and oversight related to housing affordability, production, preservation, tenant protections, homelessness, and land use
- Analyze City administrative, budget, demographic, and operational data to support policy development
- Produce policy reports, issue briefs, testimony, memoranda, and presentations
- Monitor City, State, and federal legislative, regulatory, and policy developments affecting housing
- Develop policy recommendations to improve housing affordability and strengthen public systems
- Support cross-bureau initiatives with Budget, Audit, Legal, Contracts, and the Bureau of Asset Management
- Coordinate with the Bureau of Asset Management on housing investment initiatives
- Build relationships with community organizations, tenant advocates, researchers, government agencies, and stakeholders
- Represent the Office in meetings and stakeholder convenings
MINIMUM QUALIFICATIONS
1. A baccalaureate degree from an accredited college with a major in accounting, business administration, public relations, city planning, urban renewal, law, or a related field, AND three (3) years of satisfactory, full-time, responsible experience in housing, education, health services, planning, state-federal-city relations, or community relations involving administration or program development and evaluation; OR
2. A satisfactory equivalent combination of education and experience.
Preferred Skills:
- Graduate degree in public policy, public administration, urban planning, law, or a related field
- Experience conducting policy research and developing recommendations
- Experience with New York City housing, land use, homelessness, tenant protections, or affordability policy
- Experience analyzing administrative or public datasets
- Strong analytical, quantitative, and written communication skills
- Ability to work collaboratively across multidisciplinary teams
SPECIAL REQUIREMENTS
- New York City residency is generally required within 90 days of appointment (exceptions may apply for City employees with 2 continuous years of service who may reside in specific surrounding counties)
- This is a Non-Competitive-5 classification, meaning no civil service exam is required
