About This Position

ABOUT THE ROLE Fulton County is seeking a Budget Manager for the Department of Finance to perform professional work in the analysis, development, administration, and reporting of the County’s operating budget. This unclassified position involves supervising assigned staff and advising County officials, including the Finance Director and Board of Commissioners, on the status of revenues and expenditures. The Budget Manager oversees the preparation of the annual budget, directs its execution, manages expenditures, and ensures compliance with financial policies and regulations. The role requires strong analytical skills, leadership abilities, and comprehensive knowledge of governmental budgeting principles. KEY RESPONSIBILITIES - Oversee management of the County Budget, including regular projections and quarterly analysis reports - Advise Finance Director and County officials on revenue and expenditure status - Oversee preparation and presentation of the annual budget, including developing formats, balancing computations, and coordinating with department heads - Direct the execution of the adopted budget, including setting up the budget in the financial system and approving transfers - Perform complex accounting functions, such as calculating fund balance reservations and preparing schedules for liabilities - Direct preparation of the annual budget book, including determining target amounts, preparing forms, and coordinating training for departments - Supervise, direct, and evaluate assigned staff, including hiring, performance appraisals, and training - Prepare reports for Board of Commissioners meetings, including omnibus reports and millage rate adoptions - Manage expenditures by reviewing RFPs, Personnel Action forms, and Purchase Orders - Develop corrective action plans for potential budget shortfalls or overruns - Provide information and assistance to County departments, officials, and the public on financial and budgeting issues - Maintain current knowledge of laws, regulations, and best practices in government budget preparation MINIMUM QUALIFICATIONS - Bachelor’s Degree in finance, accounting, business administration, public administration, or a related field required - Seven (7) years of experience in governmental budgeting, accounting, auditing, and financial administration - Four (4) years of the required experience must be in management - Equivalent combination of education, training, and experience may be considered SPECIAL REQUIREMENTS - Must possess and maintain a valid Georgia driver’s license - Must hold an active Certified Public Accountant (C.P.A.) license issued by the State of Georgia - All applications must be completed in full before submission; no additional information accepted after receipt - Official, accredited college transcript required at time of employment for all degrees/course work used to qualify - Veterans’ Preference: Qualifying veterans receive a guaranteed invitation to interview if minimum qualifications are met - Ability to demonstrate proficiency in essential functions and apply county/departmental policies SELECTION PROCESS - Examination consists of an evaluation of education and experience via analysis of the application - Applications are reviewed on a continuous basis until the position is filled - Candidates must document minimum knowledge, skills, education, and experience in the application to be rated as qualified HOW TO APPLY - Submit application through the designated channel for Fulton County - Ensure all sections are accurate and complete before submission - Closing Date: Continuous EMPLOYMENT DETAILS - Full-Time position - Department: Finance (Fulton County) - Location: Government Center 141 Pryor Street, GA - Pay Grade: 30 - Opening Date: 05/15/2026 - Fulton County is an equal opportunity employer without regard to race, color, religion, national origin, gender, age, genetics, disability, or sexual orientation - Veterans, prior military, and transitioning service members are strongly encouraged to apply
