Waste & Recycle Division Director

ABOUT THE ROLE Under the direction of the Sustainability Director, the Waste & Recycle Division Director develops and implements strategies for moving the City towards Zero Waste. This role directs the operations of the Waste & Recycling Division, supervising a team of managers and supervisors who oversee approximately 47 staff. The director ensures department goals are met within established timelines and budgets while coordinating with internal departments, external agencies, and the community. This is an appointed, at-will position exempt from the career service system. KEY RESPONSIBILITIES - Drive strategic and operational planning to align with City goals and Zero Waste objectives - Direct citywide services including waste reduction, curbside refuse, compost and recycling collection, and community engagement - Develop and implement policies, procedures, and best management practices for transparency, accountability, and environmental stewardship - Set service delivery benchmarks and performance metrics to evaluate outcomes - Direct the preparation, monitoring, and management of the program budget and financial transactions - Resolve complex operational and environmental issues while ensuring compliance with City, State, and Federal regulations - Present program policies to the public, elected officials, media, and other government agencies - Coach, mentor, and train supervisory staff, evaluating performance and administering appropriate actions - Develop technical specifications for procurement bids and assist in contractor selection and performance monitoring - Participate in citywide disaster and emergency preparedness activities MINIMUM QUALIFICATIONS 1. Bachelor's degree in Public Administration, Business Management, or a closely related field, plus six years of progressively responsible experience managing public programs, including a minimum of four years in a supervisory capacity. 2. OR six years of directly related program management experience may be substituted for the required education. 3. Thorough knowledge of materials, techniques, equipment, and best practices associated with waste reduction, recycling, resource management, composting, and landfill operations. 4. Experience in budget preparation and administration, with the ability to implement budget requirements into operations. 5. Ability to establish and maintain effective working relationships with elected officials, department directors, employees, and the general public. 6. Possession of a valid driver's license or driving privilege card. SPECIAL REQUIREMENTS - Prior work experience in a public sector environmental or waste management agency, or a large private sector company managing waste and recycling services is highly desired - Personal commitment to leading a sustainable lifestyle and fostering a healthy, positive workplace culture - Moderate physical effort with intermittent standing and exposure to uncomfortable working conditions such as climate elements, noise, heat, and dust - Ability to work irregular hours and be subject to call for emergencies - Ability to handle considerable exposure to stress resulting from human behavior and job demands SELECTION PROCESS 1.
