About the Role
This is the entry-level class in the Protective Services Worker series for Adult Protective Services, a state-mandated program administered by the San Francisco Human Services Agency and the Department of Disability and Aging Services. Under general supervision, the Protective Services Worker receives and responds to reports of suspected elder and dependent adult abuse, including neglect, self-neglect, and financial abuse, performing professional investigations and case management services.
Key Responsibilities
- Conduct unannounced visits to elders and dependent adults in their living environments.
- Investigate allegations and conduct risk assessments by interviewing victims, family members, and neighbors.
- Arrange immediate protective interventions and emergency services, including medical assessments and emergency shelter.
- Gather, document, and review detailed financial, personal, and confidential information, and write investigative reports.
- Conduct needs assessments and develop Service Plans, including supported decision-making activities.
- Provide counseling to clients and significant others to alleviate identified problems and implement the service plan.
- Monitor the Service Plan through field visits and telephone contacts until service goals are achieved.
- Assist with multidisciplinary team meetings with healthcare providers, hospitals, and other City agencies.
- Design interventions in collaboration with medical professionals, social service providers, and law enforcement.
- Provide education to individuals and agencies on the role and authority of Adult Protective Services.
- Use a personal computer to prepare, review, and maintain records, correspondence, and reports in an agency database.
Minimum Qualifications
- Education: Possession of a Master's Degree in Social Work from a CSWE accredited school; OR a Master's Degree from a two-year counseling program from an accredited college or university, including Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling, and Counseling Psychology with a supervised field placement.
- Experience: Satisfactory completion of two semesters of graduate field placement involving direct services to elders, dependent adults, or adults with disabilities in areas such as Adult Protective Services, intensive case management, medical social work, mental health programs, home health agencies, or alcohol and drug counseling; OR six months post-baccalaureate professional work experience in the same areas.
Special Requirements
- Possession of a valid California Class C driver's license and a clear Motor Vehicle Record.
- Ability to work nights, weekends, and holidays on a limited basis.
- Ability to drive within and occasionally outside the City of San Francisco.
- Ability to get in and out of vehicles, climb flights of stairs for home visits, lift food boxes weighing up to 30 pounds, and complete visual assessments of clients and their home environments.
Selection Process

2. Written Examination: A multiple-choice exam measuring knowledge and skills in assessment, psycho-social functioning, family dynamics, social systems, socio-economic factors, relevant laws, and case plan development.
3. Score Banking: Exam scores are banked for two years. Candidates may keep the same score or re-take the test after one year.
4. Eligible List: Candidates who pass are placed on a confidential eligible list for 12 months.
