About This Position
ABOUT THE ROLE
Manage the City's Absence Management Program, serving as the central resource on leave and accommodation matters for a workforce of over 33,000 employees. You will act as a consultant, advisor, and subject matter expert in all aspects of the employee leave process, system, and reasonable accommodation policies, reporting to the Director of the Health and Safety Division.
KEY RESPONSIBILITIES
- Plan, monitor, evaluate, direct, and supervise the smooth and effective operation of the Absence Management Program.
- Assist in identifying, developing, and implementing goals, objectives, policies, and priorities, and determine resource allocation.
- Evaluate current and future practices with an eye towards continuous improvement.
- Develop citywide rules, guidelines, and procedures for handling, tracking, and maintaining records of employee intermittent and consecutive leaves, as well as ADA/FEHA accommodations.
- Continuously refine employee leave management data by implementing improvements to data collection, analysis, and recommendations.
- Monitor and evaluate leave usage across all city departments to identify overuse and consult on action plans to reduce leave abuse.
- Counsel and advise department human resources management and staff on federal, state, and local leave and accommodation laws.
- Work with Departments and Workers Compensation staff to conduct case review meetings for high-risk complex cases.
- Design and deliver training programs for managers and supervisors on absence management policies.
- Present before the Civil Service Commission, Board of Supervisors, and other boards on disability, accommodation, and leave matters.
- Represent the City as a subject matter expert during litigation, settlement, and mediation regarding disability and leave matters.
- Provide supervision, direction, and coaching to Absence Management Program staff.
MINIMUM QUALIFICATIONS
1. Education: Possession of a baccalaureate degree from an accredited college or university.
2. Experience: Five (5) years of professional human resources experience in areas such as recruitment and selection, classification and compensation, employee/labor relations, benefits administration, HR operations, diversity/equity/inclusion, or personnel training.
3. Special Condition: One (1) year of the required experience must have been as an advanced journey-level classification (similar to 1244 Senior Human Resources Analyst) OR as a lead/supervisor of a small team of professional staff involved in complex HR matters.
- Substitutions:
- A Juris Doctorate (J.D.) or Master's degree in Personnel Administration, HR Management, Business Administration, Public Administration, or Psychology may substitute for one (1) year of the required non-advanced/non-lead experience.
- Verifiable professional HR work experience may substitute for up to two (2) years of the required education on a year-for-year basis (30 semester or 45 quarter units equal one year).
- Completion of a 12-month human resources trainee program equivalent to the City's 1249 HR Training Program may substitute for one (1) year of the required non-advanced/non-lead experience.

EMPLOYMENT DETAILS
- Appointment Type: Permanent Exempt (PEX), Category 18. Limited to three years. This position is excluded from the competitive Civil Service examination process and serves at the discretion of the Appointing Officer.
